libva info: va_openDriver() returns 0
vainfo: VA-API version: 1.1 (libva 2.1.0)
vainfo: Driver version: Mesa Gallium driver 18.2.0-devel - padoka PPA for AMD Radeon ™ R7 300 Series (PITCAIRN, DRM 3.25.0, 4.15.0-20-generic, LLVM 7.0.0)
vainfo: Supported profile and entrypoints
VAProfileMPEG2Simple : VAEntrypointVLD
VAProfileMPEG2Main : VAEntrypointVLD
VAProfileNone : VAEntrypointVideoProc

It sounds like your hardware should be capable of H.264 hardware encoding.

I would recommend:

  1. Remove PPAs from your system so that we can support you, and so that you can log bugs.

  2. Log a bug using this command: ubuntu-bug mesa

I’ve moved this to the https://community.ubuntu.com/c/support-help-requests category because this site isn’t designed to take tech support questions. Sorry. I’d recommend using one of the official support channels listed on the https://community.ubuntu.com/t/finding-help/712 page
