Extended partitions are read only

I’m using dual boot (ubuntu\Windows 10). Recently I need to save some file in my extended partition. and I realized that all my extended partitions are read only and I cannot create any file/folder in extended partitions.

I searched for similar issues faced by others but not found any solution.
I also tried to install “NTFS - Configuration Tool” but its not launching.
Please share ideas.
